In February 2023 parents with special education students enrolled in Arizona’s Empowerment Scholarship Account (ESA) program created Arizona Coalition of Parents for Equal Student Access (AZCP.ESA). This advocacy-driven effort prioritizes individuals (over agendas).
Education
AZCP.ESA champions a strong and robust education system in Arizona that includes funded public schools and ESAs for eligible students, including those with disabilities. Our all-volunteer parent team promotes equal access in every learning environment and education options that include individualized programming, reasonable accommodations and adaptive equipment.
Mental Health
Students with disabilities often struggle with mental health challenges. Our all-volunteer parent team advocates for equal access to appropriate mental health care through state-funded programs and in educational settings.

The all-volunteer team includes Tonya Reiner, Kathy Boltz, Sarah Blank, Rebekah Cross, Sandra Kirkby, Andrea MacIntosh and other parents concerned about education, disability rights and mental health issues.
