The Empowerment Scholarship Account (ESA) program was launched in 2011 to provide Arizona students with disabilities an alternative to the public school system. The inaugural 2011-2012 scholarship served approximately 115 students with special education needs. ESAs have evolved over time to include more students and in 2022 the scholarship became available to every K-12 student in Arizona. The ESA program is governed by the following Arizona Revised Statutes (A.R.S.) and Arizona Administrative Code (A.A.C.) Rules.
